Implementation of German language courses for develoPPP project on Skills development for high-voltage overhead line technicians in preparation for labour mobility opportunities as skilled workers

 

1. Background

As a German federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is commissioned the German Government and implement on its behalf sustainable development projects in the frame of German Technical Cooperation. for. GIZ works in a variety of fields and supports our cooperation partners in designing strategies and meeting their policy goals. GIZ Viet Nam is currently engaged in four priority areas: 1) Vocational education and training; (2) Climate and Environment (3) Energy, and (4) Sustainable Economic Development (www.giz.de/viet-nam). 

GIZ is currently implementing a develoPPP project named “Skills development for high-voltage overhead line technical to support the energy transition in Viet Nam” (DPP project) in partnership with Omexom Hochspannung GmbH (Omexom) and Northern Electricity Power College (NEPC). 

Under the framework of this project, selected trainees will be prepared linguistically and interculturally for potential employment and mobility opportunities in Germany. German language training is a key component of this preparation, enabling participants to communicate effectively in their professional and everyday lives.

For the mobility pathways targeted under this project, participants are expected to achieve at least German language level A2. Language proficiency must be demonstrated through a recognized examination and certificate issued by an established language examination provider. Recognized examination providers include, among others, the Goethe-Institut, telc, ÖSD (Austrian Language Diploma), TestDaF-Institut, and ECL, subject to the applicable requirements of the respective migration pathway and competent German authorities.

The DPP project therefore seeks to contract one qualified German language training provider to deliver

German language courses for selected Vietnamese participants preparing for potential labour mobility to Germany. The provider shall have the organizational, technical and pedagogical capacity to deliver the training directly and to prepare participants for a recognized A2 German language examination.

The core language training services shall be provided directly by the successful bidder. Subcontracting of the language training services is not permitted. Bids submitted by consortia or joint ventures are not eligible under this tender.

Therefore, GIZ Hanoi Office as the contracting party, on behalf of DPP project, is conducting a Negotiated procedure with call for competitive tender to look for qualified local German language center/ language school (here after called as LCF) to implement the assignment: 

  1. Tentative timeframe of the assignment: tentatively start from 15 November 2026 until 28 April 2028
  2. Place of Assignment: Northern Electric Power College (NEPC), located in Xuan Long, Kim Anh, Ha Noi
  3. Estimated results: to deliver up to 13 A1 German language courses, up to 10 A2 classes, up to 10 A2 exam preparation course, up to 10 A2+ courses and up to 02 B1 courses. The service provider is expected to mobilise expert team for 6 positions (including Course Coordinator, German native teacher, Vietnamese teacher, Vietnamese tutor, intercultural expert, technical glossary expert).

 

2. Eligible requirements for the bidder

a. Commercial eligibility assessment:

Commercial register entry

  • Average annual turnover for the last three financial years (2023, 2024, 2025) of at least: 9.000.000.000VND (~300.000 EUR provisional exchange rate of August 2026)
  • Average number of employees and managers for the past three calendar years (2023, 2024, 2025) of at least: 20 persons
  • Proven evidence of standard classrooms with teaching and learning equipment (e.g. camera, screen, PC/laptop, loudspeaker and headphones) in Hanoi city.

b. Technical eligibility assessment:

  • Having operated at least 15 years in organizing and teaching German language courses in Viet Nam
  • Having experienced in organizing and delivering German language courses for youth and adults for at least 1 reference project in Vietnam with minimum agreement value of 3.000.000.000 VND (~ 100.000 EUR provisional exchange rate of August 2026)

 

3. Interested companies are requested to submit the following documents:

Interested LCFs are requested to prepare the following documents in German or English: 

  • Letter of interest (with Director’s or authorised person’s signature and company stamp)
  • Self-Declaration of Eligibility for applied tender procedures (including bank statement/ bank confirmation letter)
  • Audited financial reports for the last 03 years. Important/key information in the audited financial reports or Annual tax reports and Notice of Confirmation of Fulfilment of Tax Obligations to the State Budgetmust be translated into German or English if documents are in Vietnamese
  • LCF profile and technical experience Business license (for firm) or Decision of establishment (for association); Tax code registration; organizational chart, and classroom photos.
  • Copy of reference projects or other documents to prove that LCF can meet all technical eligibility requirements mentioned in Section 2 above.

 

Note to the Bidder: Beside the minimum requirements mentioned above, the details are specified in the complete Eligibility Tender Dossier. GIZ will send the complete dossier to the interested bidders as per the deadlines mentioned in Article 5 below.

 

4. Method of bid submission

The complete Eligibility tender dossier is to be received only by email to [email protected] by 13/09/2026, 17.00 (Hanoi time). At the submission, the tender must be submitted in one (1) email named as follows:  10039353 – Eligibility Documents – Company name  

 

In case the total size of your documents is below 10 MB, you can attach them directly in the email sent to us. In case the total size of your documents is above 10 MB, the files must be sent via GIZ file transfer system. The Bidders are required to record the password on file transfer and send the correct ones to GIZ. Wrong passwords could lead to bidding failure. 

 

5. Deadlines

  • The complete Eligibility tender documents are sent by email to [email protected] by 13/09/2026, 00 (Hanoi time).

 

6. Notes

  • Only formality-conform offers will be eligible assessed, and only eligible bidders will be invited for submission of technical and financial offers, and only technically qualified quotations will be financially assessed.
  • Sending bids to the wrong email address will lead to disqualification of the supplier.
  • Bids sent after the deadline will be disqualified.
  • For data protection and information security reasons: In case the total volume of your bids is above 10 MB, the files must be sent via GIZ file transfer system. Files sent via other applications/systems such as Google drive, Dropbox…will not be accepted. Guidance on how to use file transfer will be provided.

 

GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s)

during the tender process!
